Let's see if this works.  Hi seminar-13.  This is an archiving query.  
Seminar-13 broadcast, it seems, an "electronic speech" on Latin American 
subaltern studies by John Beverley last year.  I know because a third 
party downloaded it or caught it somehow and forwarded it to me.

I cited it in a piece I wrote for PMLA, giving as a reference the author, 
the title, and this seminar-13 address.  PMLA says that is insufficient 
as a reference.  They ask, "is this properly called a speech?"  And, more 
importantly, "is this speech archived on the Internet?"  What they want 
to know is, how can interested parties access this text?
