Yes. At least as far as I can currently say.
But I would wish to reach a more lively definition of it.

I almost jumped to the ceiling when I read that from you, Frank.
But actually, according to my own views and perspective it is true.

However, then the reverse is probably not correct (See Schroedinger "Ma 
conception du monde". Consciousness (or a component of it) was probably 
created by life to solve ethical problems that could not be economically 
solved by the "lower layers" of life (The reaction time of the low layers 
(try and error process) is HUGE compared to the reaction time of 
consciousness (or more precisely the ability to predict that seems at first 
like a part of it, because it is mainly based on language-based features)
