Philosophy of technology is certainly among the main topics addressed
by 4S, the Society for the Social Studies of Science.  They publish the
journal "Science, Technology and Human Values."  You might also check out
the mailing list "sci-tech-studies-AT-ucsd.edu", to which many 4S members
contribute.
