Sorry, yes it's a listserv, although one whose command syntax is a little
different from most I've seen.  Send the message "add sci-tech-studies" to
the address "listserv-AT-ucsd.edu".  If the automatic return address on your
mail isn't right for some reason, you can specify the correct address to
use by using the format "add <correct address> sci-tech-studies" instead.
