Subject: MAI-ALL CALL DAY SUCCESS -- KEEP ON CALLING!!
         Date:Thu, 8 Oct 1998 15:32:25 -0400 (EDT)
        From:Mike Dolan

CONGRATULATIONS TO EVERYONE FOR YESTERDAYS MAI ALL-CALL DAY!! At
around 4
P.M. I received a call from John Podesta's office at the White
House
BEGGING
us to stop calling them because they were being inundated with
calls.
When
we called the United States Trade Representative (USTR) & the State
Department and asked for a meeting with them to discuss the
upcoming
negotiations they were all of a sudden very receptive, especially
considering how they have been neglecting our requests for meetings
up
until
this point. Thousand thanks to all of you who made our all-call day
a
HUGE
SUCCESS! It is clear that these days-of-action DO make a
difference!

We need to continue this great work though. Congress is trying to
wrap up
this 105th Congress once and for all, but before they can go home
to
campaign, they need to pass some vital legislation to keep the
federal
system running. Basically we will see a big honker of a package
that
contains several appropriation bills (Continuing Resolution or CR)
and
they
will also try to stick in it several dangerous trade bills. THAT'S
WERE WE
COME IN, BECAUSE WE CAN STOP THIS FROM HAPPENING!

HERE'S THE SCOOP ON THE DIFFERENT BILLS + TARGETS FOR EACH BILL:
     ______________________________________________

     THE CARIBBEAN BASIN INITIATIVE (CBI)
They are trying to sneak this one-way NAFTA expansion to 23
Caribbean and
Latin American nations through the back-door after the House voted
against
it with the clear majority of 234 votes. Basically this would have
devastating effects on our textile and apparel sector, because it
would
lift the quotas and tariffs from these countries to the US. No
wonder
that
Fruit of the Loom (who laid off 7700 US workers last year alone)
and the
other special interest groups are on the Hill right now trying to
make

sure that CBI makes it into the CR; this is their big chance to
make
it even
more attractive to move jobs to low-paying countries.

     THE NAFTA-FOR-AFRICA BILL
We call it the Re-Colonization Act since it does little to
benefit the
Sub-Saharan African region (doesn't deal with debt relief,
establishes a
free-trade area a la NAFTA, mandatory membership in the WTO +
complying with
     IMF structural Adjustment Programs etc.

WHO YOU NEED TO CALL TO STOP THESE TWO BILLS FROM GETTING INTO THE
CR:

GOP AND DEM LEADERSHIP AND/OR SPECIAL TARGETS TO CALL WITH
THIS
     MESSAGE
BESIDES YOUR OWN REP/SENATORS. USE THESE TOLL-FREE NUMBERS:
     1-800-335-4949
OR 1- 888-898-7717 OR 202-225-3121. Make sure you speak with
their
trade
     staffer or Chief Of Staff.

Especially pile up on Rep. Newt Gingrich (202-225-0600) &
Senator Trent
     Lott (202-225-4365)

             Other targets are:

             DEMOCRATS:
             Sen. Patrick Moynihan (NY)
             Sen. Thomas Daschle (SD)
             Rep. David Bonior (MI)
             Rep. Steny Hoyer (MD)

             Sen. Jesse Helms (NC)
             Rep. Quinn (NY)
             Rep. John Kasich

STOP THE MAI IN THE IMF!
In the IMF Funding there is a Section 601(a) that is
alarmingly like the
Multilateral Agreement on Investment (MAI). It basically makes the
IMF
funding conditional on IMF agreeing to impose investment
deregulation
in the
recipient country. Our main mission is to get this language OUT of
the IMF
funding and we can do this by creating a lot of noise and attention
focusing on the people who will be deciding whether it
stays
in or not.

WHO YOU NEED TO CALL TO GET THE MAI OUT OF THE IMF:

Erskine Bowles, White House Chief of Staff:
202-456-6798
Secretary Rubin's Office, US Dept. of Treasury:
202-622-1260
             John Podesta, White House:
202-456-1414
             Newt Gingrich,
202-225-0600
